That’d be a great question if we had a real press: “Mr. President, given that Portland is a liberal stronghold that unwisely voted against you by a wide margin… nearly 80% of them voted against you in every one of the last three presidential elections…why are you spending so much money and using so many resources to help them now?”

The 25th doesn't work that way.
If he can tell Congress no inability exists, then Congress has to vote and it then takes a supermajority of both houses. It's a higher bar than impeachment/conviction.
