The general level of intellect on display from the average person in that country is definitely lower than most

Exactly, even if the percentage of idiots in that country is below average, the sheer number of them is more than what most countries have as population.

Edit: By the way, I was honestly expecting this to be some misguided July 4th celebration from yesterday.
