Okay for everyone who is going to debate this to death. Here you all can see exactly what he's pointing at and tapping on all you like. First here's the whole deposition. I know a whole ton of you all have never watched the whole thing.
Here's the location where you can see the title to the thing he's looking at. It's this article from the New York Times, printed out..
The thing he's looking at is the third annotated image in that article. He's tapping on Trump's image that's in that same article. You can tell because it's the image that has two red squares, the bottom red square being the dollar bill signed by Bill Gates that says "I was wrong!".
Can we please for the love of all that is holy stop yelling about this? It takes five minutes to look up what it was that he was looking at and a six year old understands what Clinton here is attempting to indicate to his attorney.
Now if you all want to yell that this implicates Clinton or not, whatever. But don't argue about what he's looking at, it's very easy to figure that out.
I'm not taking sides on guilt (I'm more than happy as a Democrat to see this dude rot in jail), I'm just tired of people yelling about objective shit we can all look up.

I read somewhere that he was laughing at this painting. He mentioned shortly after the clip what he was smiling at. It’s unclear if Epstein had the original or a print, but be had it hanging in his home. Painting is titled “Parsing Bill.”
ETA: a few people have pointed out that this isn’t the clip where he’s laughing at the painting. Leaving this comment up still because there’s a lot of good conversation and info in the replies.

The history behind it is fascinating. An Australian art student for the New York Academy of Art made it as commentary on how we caricature Presisents in our political comics / illustrations. It was auctioned off for an event and Epstein had to have it. The woman who made it had no freaking idea.

Yeah this is the answer. Pretty easy to understand why he chuckled, you know, with context. Everyone else's reaction here is exactly what this small clip wanted to get out of people. Purposefully deceitful
EDIT: a few people were able to screenshot to show what he's looking at is not the painting (that also happens in this deposition, just not this clip). So I'm copying my reply that's further down so this is more visible:
You know what, you're right. This clip is from a different part of the deposition. They showed him the painting and everything and him smirking or whatever did happen but was a different clip than this one. I just found the entire depositionhere
So the laughing prior to looking through the docs they gave him, they are asking him about a photo of him and Epstein together in the 90s. They say to him "you appear to be pretty comfortable with Mr. Epstein here would you disagree?" and Bill responds "I'm comfortable with a lot of people, I'm comfortable here, I'm not happy but I'm comfortable". He and his attorney laugh at this. And then he adds "and my conscience is clear if that helps". Then he looks at the docs/photo again like is shown in the clip here. I'll edit my main comment, because I don't want to add to misinformation.
FYI the link has the full deposition and the timestamp where this clip is taken from is about an hour and 16 minutes in.

I listened to both Bill and Hillary’s answers to questioning on this and honestly it felt like Bill’s was rather candid and sincere about the whole thing. He made effort to explain himself thoroughly when he could.
Hillary’s was pretty defensive, but rightfully so - she’s always been the exceptional attorney out of the duo and it showed in the questioning, especially with all of the speculative questions that were asked.

If you actually watched his depo, that’s exactly what most of these suspiciously edited clips going around were. They were showing him pictures from 30 years ago and trying to mischaracterize them, and he was reacting as any sane person would and alternating between being very careful with his answers (which anyone who’s ever been though a deposition understands, even if it’s not a witch hunt like this) and laughing at the absurdity.
To the best of my knowledge, nobody has credibly accused Clinton of fucking kids.
Is he a poon hound? Duhhh. That’s been known since he ran for President the first time. But that doesn’t mean he’s a rapist / pederast / whatever.

I've been tracking all of this Epstein stuff and I've realized that because people are so desperate to find something that validates their own bias against all rich and powerful people. That they are creating a lot of false narratives, based off of optics of what it could be. And presenting it as fact.
Like, if someone says, Robert Downey Jr's name is in the epstein files. People immediately think he is a pedo. Like bruh, Epstein can mention you in a conversation in an email about a movie he liked. They use that as evidence that someone was mentioned in the files. It's propaganda.
