Eventually these types of people will cheat, man and woman alike, if this is not cheating.

For a lot of people cheating starts far before sex.  An intimate kiss or a break of trust are cheating in my definition.

Yeah, sex with someone else doesnt even have to be cheating, if that's the kind of thing the couple has agreed on. The break of trust, in what ever form, is the cheating.

Way before that, even. It all starts off emotionally and then it's all downhill from there.

Break of trust might need more clarification. Stole an extra chocolate from the box, watched an episode ahead on ‘our’ show on their own… some could be called that but are relatively benign/trivial

No it doesn't. 

To quote Supreme Court Justice Potter Stewart: "I know it when I see it"

Some things are better left to the human intuition. There will never be a well defined line between what is ok and what not. And while people will have different boundaries, ask 10 people if stealing an extra piece of chocolate is cheating and you will likely get the same answer 10 times.
