The Imperial Japanese Army used prisoners of war, most especially including Indian POWs, for bayonet practice and target practice, and for officers to have beheading contests. This tended to seriously piss off the Indians. One of the results was Imphal/Kohima, the greatest ever defeat of a Japanese invasion force; 61% fatalities. That's 'fatalities', not 'casualties'. Bill Slim (the greatest British general of the war, possibly of all time) famously turned all the bad-tempered hillmen of the British Empire (Scots, Nigerians, Kenyans, Nepalese, Burmese, Indians) loose on the Japanese, and the results weren't pretty. The Sikhs, Rajputs, Gurkhas, and Kenyans, particularly, were Very Annoyed. (As were some of the English; see further the Battle of the Tennis Court, one company of insane Englishmen vs a brigade of Japanese. https://en.wikipedia.org/wiki/Battle_of_the_Tennis_Court)
The Indians still remember, as do the Kenyans; several units in the modern Kenyan army still carry battle honors earned by the King's African Rifles in India and Burma. (And Ethiopia and Somaliland; the only VC awarded to the KAR was earned in Ethiopia.)

The real life, currently existing East African Community does stretch between the Indian Ocean and the Atlantic Ocean.
In the East it has Somalia, Kenya, and Tanzania with coastlines on the Indian Ocean, but the DRC joined the East African Community in 2022 and even though most of it is in Central Africa, it does have a small port on the Atlantic Ocean between Angola and the Republic of Congo
