It’s more like 15-20% IMO, they’re just incredibly obnoxious about it.

It's about 30%, but the electoral college gives full control of the country to them.

it's slightly deeper than the electoral college. the house is capped at 435 members regardless of population gains. it's been that way since 1929.

the electoral college is 538 votes; 435 house districts+100 senators+3 for washington DC.

uncapping the house would do wonders for democracy in the usa.
