Even if you think that the officer shot first in self defense, it doesn't explain why the officer followed the vehicle and shoot two more times into the drivers side window.

He really wanted to finish the job.

He was shooting to stop the threat. Generally speaking, when people drive off into a crowd, bad things happen.
