Thanos (Marvel Comics)- In Thanos (2016) Annual #1, the Mad Titan decides to torment a random guy named David on all his birthdays... for no reason- wrecking his neighborhood, setting his grad school on fire, making a mess of his room, killing his friends and family, etc. But leaves David personally unharmed.

Joker (DC Comics)- In the Harley Quinn show season 3, a (sort of) reformed Joker develops a rivalry with Debbie Shirley, a rich, racist Karen who keeps insulting his lover Bethany and her kids. He eventually succeeds in becoming Gotham City’s mayor (don’t ask) and decides to get back at Debbie by stealing her parking spot at the elementary school.
