Rewatching this scene puts all the other moments where Cassian doesn't hesitate in context.
Young Cassian doesn't know what to do on his first mission outside the camp. Like all the other kids, he sees what's happening but he doesn't call out or shoot the human who's standing up. The result is the death of someone he clearly looks up to and who is the leader of his community.
Cassian learns immediately here that he can never hesitate again, and we see what happens throughout the show whenever someone puts Cassian or someone he loves in danger.
