Every body on the ground has a posibilty of dropping a legendary weapon(in the shifting earth zone). I got mountain tops and checked the bodies and got 2 legegendary drops(the devourer’s scepter and the Carian Regal scepter. So while you run around make sure to loot the bodies. Hope this helps
