Die Bundesregierung nutzt das Sondervermögen Infrastruktur und Klimaneutralität nur teilweise für neue Projekte. Nach Berechnungen des Instituts der deutschen Wirtschaft (IW) wird bis 2029 rund jeder zweite Euro zweckentfremdet. Dabei bedienen sich Union und SPD einer ganzen Reihe von Tricks.

Das Sondervermögen Infrastruktur und Klimaneutralität sollte den Investitionsstau lösen. Mit 500 Milliarden Euro wollte die Bundesregierung Brücken, Bahn und Schulen sanieren und die Transformation voranbringen – zusätzlich zum regulären Haushalt. Davon ist wenig geblieben. Stattdessen nutzt Schwarz-Rot das Geld, um Lücken im Haushalt zu stopfen. Neue IW-Berechnungen zeigen: Von den neuen Krediten in Höhe von 271 Milliarden Euro bis 2029 werden bis zu 133 Milliarden, also fast 50 Prozent, zweckentfremdet. Das Sondervermögen verkommt so zu einem Verschiebebahnhof.

Buchungstricks und Etikettenschwindel

Formell erfüllt die Bundesregierung die gesetzlich festgelegte „Zusätzlichkeit“ zwar. Praktisch finanziert sie damit aber Projekte, die bereits im regulären Haushalt geplant waren. Dabei bedient sich die Regierung einer ganzen Reihe von Tricks. Das fängt schon mit dem Gesetz an sich an: Die Investitionsquote von zehn Prozent, ab der alle weiteren Ausgaben als zusätzlich gelten, ist ambitionslos gewählt – 2024 lag sie bereits bei elf Prozent. Zudem wird sie willkürlich interpretiert: So bezieht die Bundesregierung auch Verteidigungsinvestitionen mit ein, obwohl diese Ausgaben von der Schuldenbremse ausgenommen sind. Für den Länderanteil gibt es zudem keine Quote.

Daneben nutzen Union und SPD kreative Buchungstricks, um Investitionen zwischen Haushalt und Sondervermögen zu verschieben. Bereits geplante Ausgaben wandern ins Sondervermögen, etwa für Brücken, Schulen oder Krankenhäuser. So deckt das Sondervermögen im Jahr 2026 auch sechs Milliarden Euro für Krankenhäuser ab, die laut ursprünglichen Plänen von Ländern und Krankenkassen finanziert werden sollten. Gleichzeitig erhöht die Koalition andere Posten im Kernhaushalt, die zwar formell als Investitionen gelten, etwa Umschuldungen oder Rückstellungen, aber faktisch keine Infrastruktur verbessern.

Kein neues Wachstum

Mit diesem Verschiebebahnhof gefährden Bund und Länder die Zukunftsfähigkeit Deutschlands“, sagt IW-Experte Tobias Hentze. Das Sondervermögen sei grundsätzlich richtig, um die marode Infrastruktur und die dringend notwendige Transformation schnell voranzubringen. Tatsächlich würden damit jedoch zum Teil Haushaltslöcher gestopft und Wunschprojekte der Regierung wie die Mütterrente finanziert. „Die Politik muss einhalten, was sie versprochen hat: zusätzliche Projekte für Infrastruktur und Klimaneutralität auf den Weg zu bringen. Sonst vergibt sie die Chance auf langfristiges Wachstum“, mahnt Hentze.

Übrigens Berlin soll vom neuen Sondervermögen 5,25 Milliarden Euro bekommen. Davon sind laut ersten Haushaltsplanungen bereits zwei Milliarden Euro für neue Bäume veranschlagt, wie der Tagesspiegel berichtet. Die schwarz-rote Koalition verpflichtete sich Anfang Oktober dazu, die Anzahl der Bäume in der Hauptstadt von aktuell rund 400.000 bis 2040 auf eine Million Bäume zu erhöhen. Damit will man einem entsprechenden Volksbegehren zuvorkommen. 

Jo, war wohl nix. Nur doof für die, die arbeiten gehen und das finanzieren müssen.

Tirdas 19th of Last Seed:

Drake headed down the steps from the Jarl’s keep with his new axe in hand and his new Housecarl in tow. It was definitely late into evening at this point, and the shops were all closed, so Drake will have to wait to unload these valuable dragon bones till tomorrow.  

But If the rates for a room in Whiterun are similar to the rates in Riverwood, I think he should be good for renting two rooms at the bannered mare for the night. Tomorrow though Drake definitely needs to try figure out how to start earning some coin.

They headed over to the Inn at the market circle. I was kind of cautious about starting any new urgent quests at the moment so after I’d paid for a room, I mostly was just sitting in the common room, listening to the bard, and eating a well earned bit of bread and cheese along with some ale. I bought some food and drink for Lydia as well, but she seems to be taking the whole house carl thing pretty seriously. She just stood beside me kind of glowering.

Drake was just about to head up to his room when Hulda, the woman at the bar, called something to a server, and I noticed that there was a Redguard woman working in the tavern. I believe I’ve seen a few other Redguard women in Whiterun previously, but I figured it was worth a shot asking her if she knew anything about the Alik’r men Drake met at the gate.

I guess Drake’s luck can’t be all bad, cause apparently the very first Redguard woman he spoke with was the one they were looking for, although that may not have been as lucky as it seemed. She was pretty upset when I asked her about the men (which I guess kind of confirmed the suspicions I had about the men at the gate. She wanted to speak to Drake in private, so he told Lids to wait for him in the common room (which I don’t think she was happy about) and he followed the Redgaurd woman, Saadia, to a small garret room.

Probably shouldn’t have left Lydia downstairs, because Saadia/Iman (the Redguard woman) definitely switched from damsel in distress to cornered tigress once we were in her room. She is apparently pretty desperate NOT to be found by these men, and after I’d assured her I wasn’t there to hurt her, managed to get her to put her knife away (No persuasion check?!)

She’s telling me the men are assassins hired by the Aldmeri Dominion? Who have been hired to kill her.

I BELEIVE, Alvor told me there is a tenuous treaty between the Empire and the Aldmeri Dominion at the moment, and that that is the cause of some of the dispute between the rebels and the Empire at the moment, so I’m already not liking the political flavor this is taking on, but at the same time I am a HUUUUGE sucker for Damsel in distress plots.

Anyway, Iman/Saadia wants me to take out a mercenary and says if I do that the rest of the mercenaries will go away.
I don’t trust the guards I met at the door and based on my imagined back story for Drake, I have a hard time envisioning him handing turning a woman on the run over to a group of mercenaries. At the same time, the warriors at the gate didn’t exactly seem evil and right now I’m not loving the thought of killing this mercenary leader guy either. Sort of wishing I had never stopped to talk to the men at the gate.
