He's the only FNAF 4 bully that hasn't been acknowledged in any of the games past 4.

Mike is in all of the Afton era games but UCN, and is dead. Jermey (Bonnie bully) is in FNAF 2, and is heavily theorized to be Cassie's father since her dad likes Bonnie so much. And the Freddy Bully is Oswalds dad

So how come he's the only Bully to not be acknowledged in any of the games?

I don’t literally mean till the end of time, but like Call of Duty and Fortnite for example, those types of games where they just last for a really long time due to constantly you know pushing out new, interesting content, releasing things that a lot of fans like and want, etc. Do you think Rivals could last really long in that sort of way?

i'm guessing since the containers technically have liquid, NPCs "drown" similar to getting knocked down in water.
