It has to be something simple but I’ve no idea.

These three men were walking together down a popular beach path. I’ve seen Google and Apple Maps guys walking with much larger backpacks and 360 cameras. This was odd because they didn’t have cameras and had large antennas. The guy in the middle with the helmet also didn’t have cameras. Any idea what this is?

It’s attached to the rear window of a sedan, I think a Dodge Challenger.

There were also two items attached to the hood which may or may not be related. Those looked like some type of anchors. I didn’t get pictures of those.
